Bo Liu, Male, whose native place is Taiyuan in Shanxi, was born on September, 1972, in Xi’an, Shaanxi province. He worked from August, 1995, joined CCP in November, 1998. He is a Ph.D of Management and A-professor. Bo Liu got doctor degree of Management in Xi’an Jiaotong University, in November, 2003. Then he did his post-doctoral research in system engineering research institute in December, 2003. He got IBM PhD Fellowship in 2003-2004; meanwhile, he studied business value strategies in IBM China Research Laboratory; later, he worked in SPPA of Xi’an Jiaotong University from April, 2006. At present Bo Liu is an A-professor in SPPA, deputy director of Administration Office in Xi’an Jiaotong University, assistant director of MPA Education Centre. His main direction of research is about: network governance, innovation of governance, public service supply and marketization. His courses include: Operational Research (for undergraduate students), Local Government Management (for undergraduate students), Local Governance (for graduate students), Governance and Public Service Outsourcing (for MPA), Organization Behavioristics (for MPA), Information Technology Application (for MPA) and so on. As a person in charge, Bo Liu conducts a project of Chinese post-doctoral research fund, two soft science projects of Shaanxi, two social science projects of Shaanxi. As a main participant, he participated in many national level projects (include one major project of National Natural Science Foundation of China, one key project of NSFC, one key project of national social science foundation of China, one project of China National Funds for Distinguished Young Scientists, two projects of the National High Technology Research and Development Program of China) He has published many academic papers and one academic monograph (“Demand Flow Network –Innovative Strategy of Supply Chain”, Qinghua University Press, September, 2005).
