Professor Zhou Zhonglian, Ph. D. supervisor and vice dean of the School of Public Policy and Administration, Xi'an Jiaotong University. He mainly focuses on health system research, evaluation of health policy implementation, and the experimental intervention of health policy.
Professor Zhou Zhongliang received his Master’s Degree of Management from the School of Public Policy and Administration of XJTU in 2007. From 2009 to 2011, he attended to joint doctoral program in the School of Public Health of Harvard University. In 2011, he received his Doctorate of Medicine from XJTU. During his studies in university, he introduced the equity measurement method of health service into China prior to others and applied it into the research on health service equity and health result fairness based on the actual status of China, providing a reference for relevant domestic research. In 2011, Zhou Zhongliang was appointed to the School of Public Policy and Administration of XJTU and served as the deputy director of the Department of Social affairs of Xi'an Development and Reform Commission for one year. In 2014, he was promoted to associate professor and master's supervisor. During this period, his research mainly focused on the evaluation of the effect of policy implementation on the basic medical security system and the essential drug system around the key contents of the new health care reform. In 2015, Zhou Zhongliang was promoted to professor and doctoral supervisor. At the same time, he was selected as the Young Top-notch Talent (philosophy and social sciences, culture and art) of the "ten thousand people program" of the Central Organization Department, the "Young New Star of Science and Technology" in Shaanxi Province and the "Youth Top-notch Talent Support Program" of Xi'an Jiaotong University. He won the fourth Youth Science and Technology Award in Xi'an in 2015. Based on this, the estimation of medical service quality of primary medical institutions in China and the research on improving strategies were carried out. He made a systematic and scientific evaluation of the medical service quality of the primary medical institutions in China at this stage, and put forward practical and feasible improvement strategies on the basis of analyzing the influencing factors of the medical service quality.
Prof. Zhou Zhongliang has presided over more than 20 scientific research projects in the field of health policy research, including a youth project of the National Natural Science Foundation of China, an international (regional) cooperation project of the National Natural Science Foundation of China, an international project (UBS Optimus Foundation of Switzerland), the OC Program of the Chinese Medical Foundation of the United States, the HPS Residency Project of the Chinese Medical Foundation of the United States and 5 projects at the provincial and ministerial level, etc. He has participated in major projects of the National Social Science Foundation, and of philosophy and social sciences of the Chinese Ministry of Education, and key projects of the National Science and Technology Support Plan for the Eleventh five-year Plan and other 6 projects. In recent years, Prof. Zhou Zhongliang has published more than 30 English papers in international authoritative / well-known journals in his field. Among them, twenty-three SCI/SSCI papers have been published with Prof. Zhou as the first (corresponding) author in international journals such asHealth Economics,Health Policy,International Journal for Equity in HealthandSocial Indicators Research. The total impact factor of English papers is 50.724
In addition, Professor Zhou Zhongliang also served as the member of the 8thCouncil of China Health Economics Association, the member of the Committee of Health Economic Theory and Policy of the Chinese Society of Health Economics, the member of the Committee of Health Management Statistics of the China Health Information Society, the member of the Shaanxi Youth Federation, the member of the China Health Policy and Management association (CHPAMS), and the member of Xi'an Youth Science and Technology Association. At the same time, he is the editor of two international journals,BMC Health Service ResearchandGlobal Health Research and Policy, and the editor board member of two Chinese periodicals,Journal of Xi'an Jiaotong University (Social Sciences Edition)andResearch on Health Quality in China. He also served as the reviewer of more than 10 SCI/SSC international journals and 5 Chinese periodicals.
