讲座嘉宾简介：
现任美国伊利诺伊大学芝加哥分校（University of Illinois at Chicago）城市规划及公共事务学院（College of Urban Planning and Public Affairs, CUPPA）国际项目主任，公共管理系教授，曾任中国留美公共管理学会会长。于1990年和1993年分获清华大学学士学位和硕士学位，2003年获得美国锡拉丘兹大学Maxwell公民与公共事务学院博士学位。主要研究领域为州与地方财政税收政策、公共预算、财政投入与科技创新。近年来先后在国际著名公共政策和管理学术期刊Journal of Policy Analysis and Management，Urban Affairs Review，Public Finance Review，Public Budgeting and Finance发表论文数十篇。

讲座题目：The Measurement of and Response to Concentration of Federal Funding for Academic Research in the U.S.
讲座简介：
The geographic concentration of research-intensive academic institutions creates potential issues of inequity. Some states such as California and Massachusetts have more top-tier, prestigious academic institutions than other states, creating a substantial concentration of federal funding of academic research and an uneven distribution of educational benefits. Under the mandate of Congress, the National Science Foundation launched the first Experimental Program to Stimulate Competitive Research (EPSCoR) in 1979 to mitigate concentration of federal research funding. Several other federal agencies established similar funding programs in the 1990s.
There has been an increasing academic and non-academic literature on issues of concentrated funding of academic research and related policy initiatives. The lasting substantial funding disparities across states and a lack of success in government efforts to resolve the problem call for an in-depth investigation. This talk will present a group based concentration index to measure the overall degree of concentration of funding for academic research from several federal agencies including National Science Foundation, and National Institute of Health. I will review how federal government, in collaboration with the state governments, has responded to the concentration of academic research funding across states. The talk will also summarize updated empirical evidence from assessment of EPSCoR efforts in building research capacity of participating scientists, and enhancing research competitiveness of EPSCoR jurisdictions.
